Pas à proprement parler un site (déjà lié ici), mais une courte discussion sur le forum d'Arte Radio, datant de cet été, au sujet de France Culture et de son évolution (ce qui a quelque chose à voir avec notre thématique, si si) : tristes nouvelles à l'ORTF.

On y apprend plusieurs choses - sur la foi du tenancier du forum, en tout cas -, entre autres qu'à FC, on lit le forum Arte Radio, mais surtout que les changements de programmes, les producteurs les apprennent généralement par bruits de couloir. Un peu comme nous, finalement.

On y lit aussi des conceptions assez originales de ce que devraient être la gestion de la grille, avec notamment des avis très différents de ce qu'on lit souvent ici.

Dommage de ne pas rencontrer ce genre d'opinion sur RFC (enfin vraisemblablement avec un brin de provocation), nous sommes trop souvent d'accord à mon avis. Ce genre de grain de sable donnerait largement matière à débats, débats qui n'ont pas complètement pris sur ArteRadio/forum.

The year 2011 serves as a milestone in African history, presenting an excellent opportunity to take a look back at the continent's achievements, and consider the next steps for addressing its remaining challenges, along with those emerging on the horizon. Over the past five decades, significant effort has been put into Africa's development on multiple fronts, ranging from economic growth to social and political stabilization. However, with the rapid economic and political trend towards a global society, and the arrival of new global challenges, such as climate change, the water scarcity, and the growing gap between rich and poor, there is now more than ever a dire need for innovative new strategies to ensure an equitable and sustainable future for the African continent. The Symposium will explore the range of new ideas and initiatives being implemented in support of Africa's development, and assess the challenges and opportunities that will present themselves to the African continent in the near future.

Cultural Diplomacy in Africa: A Forum for Young Leaders (CDA) is a network of young, dynamic individuals from across the world, who share an interest in the African continent. The program is based on the recognition that cultural diplomacy represents an important tool in helping Africa to address the challenges it currently faces. The network conducts ongoing activity aimed at supporting development and strengthening relations between different countries and cultural groups within Africa, and between African and external partners. Individuals can join the CDA Forum by taking part in one of the CDA Weeklong Seminars, which are held every 3-4 months in Berlin, Germany. Each CDA Weeklong Seminar will be focused on a specific theme related to the African continent and the goals of the Forum. These Weeklong Seminars include lectures, seminars, and workshops lead by experts from the fields of politics, academia, and civil society, as well as cultural and social activities. In addition to raising awareness amongst the participants of the field of cultural diplomacy and salient issues concerning the African continent, the week also provides an opportunity to network and experience the vibrant Berlin.

“A Three Piece Puzzle” is an international Conference taking place in Berlin from July 27th - 31st, 2011 to explore the relationship between culture, international relations, and globalization through a program of workshops, lectures & discussions, debates, film screenings, art exhibitions, performances and cultural activities. The event will bring together artists and practitioners from the fields of culture, literature, and music, that will share their perspectives alongside renowned academics and leading figures from international politics, diplomacy, civil society, and the public sector. The audience will include scholars and academics, students and young professionals, artists, diplomatic and political representatives, representatives of civil society, and other interested stakeholders.

The conference will begin by looking in greater detail at "culture" and "identity" and how these terms are used and understood today. The program will then build on these components by considering the role that culture plays in contemporary international relations and the process of globalization. The conference will then explore and summarize the challenges that lie ahead and the complex relationship between culture, international relations, and globalization over the next two decades (during these five days the concepts of "cultural diplomacy" will also be explored in more detail).

Sur France culture en ce matin du 11 juin 2011, dans son émission Répliques dont le titre est «Au cœur de la France», le moraliste-publiciste (un philosophe ? Euh... non !), le moraliste Finkielkraut est aux anges.


D'habitude, que ce soit à la radio ou à la télévision (pour voir, c'est alors plus facile), on voit notre publiciste réactionnaire hirsute, énervé, ne supportant pas la parole de l'autre, dévoré par sa moraline rance et dépourvu de toute nuance. Là, ce matin, il était bien calme, notre filousophe. Il avait de quoi être apaisé, il faut bien le dire. Ses invités étaient Jean-Christophe Bailly et, surtout, Richard Millet dont l'avant-dernier dernier "livre", L'Opprobre est une suite de phrases sans âge et haineuses contre la France réelle, c'est à dire mondialisée et faite des gens de partout (pour avoir cependant une idée plus précise de la prose digne de Je suis partout de M. Millet, je renvoie à un billet de Sylvain Bourmeau - c'est ici).


Il était donc bien calme ce matin, notre maurrassien compatible avec les valeurs du CRIF. Il était aux anges. Son émission fut un déluge de haine mezzo voce (entre gens bien nés, bien mis et de ce fait respectables) malgré les protestations de J.-C. Bailly face aux délires de MM. Finkielkraut et Millet. Ceux que Victor Hugo appelle dans Les Misérables "les civilisés de la barbarie" tenaient donc salon, ce matin, sur les ondes d'une radio publique, et déversaient paisiblement leur haine du peuple des banlieues. Celui-ci (et singulièrement sa composante musulmane ou d'origine maghrébine), à n'en pas douter, est constitué pour Alain Finkielkraut et Richard Millet (qui, au passage, disait des choses d'une insigne stupidité sur la langue dont il nie la structurelle évolution) de sous-hommes, de voyous, de criminels en puissance (ah, qu'il était content, Finkielkraut, de pouvoir s'appuyer sur Gatignon à Sevran pour étayer son délire haineux et racial !). Pour M. Millet, qu'après plusieurs générations, une famille arabe persiste à appeler ses enfants Mohamed ou Djamila est un acte de barbarie et/ou de guerre civile, pas moins ! Pis, notre écrivain, qui cite Joseph de Maistre pour valider ses thèses, explique, sous la bienveillance d'Alain Finkielkraut, que dans le RER, avec tous ces étrangers subsahariens et/ou musulmans, il se sent victime d'un nouvel apartheid...


A la suite de toutes ces horreurs proférées sur un ton badin, l'inamovible Finkielkraut (qu'on le vire, vite ! Je ne comprends même pas qu'après une telle émission, nul ne songe à porter plainte) a moqué l'accent des jeunes de banlieue (il a répété plusieurs fois le mot accent avec un dégoût marqué), a raillé l'équipe de France de football dont, pense-t-il, on peut douter du caractère français et/ou européen, a fait un sort au rap en deux phrases et a précisé que les gens des banlieues n'étaient pas l'équivalent du peuple aimé par Victor Hugo. Non, forcément... Pourtant, l'équivalent d'antan des Finkielkraut et Millet, à coup sûr, détestaient l'argot puis la Tour Eiffel. Le peuple, voilà l'ennemi !


La ficelle est facile mais qu'elle le soit, en même temps, illustre la gravité de la situation. Ecoutez l'émission Répliques du 11 juin 2011, écoutez-là jusqu'au bout et remplacez les noms des proscrits de l'émission (lycéens et collégiens des banlieues, immigrés,...) par juifs. Si, par un minuscule effort, vous vous transposez dans les années 1930, vous avez, désormais radio-diffusée, La Gerbe !


La haine républicaine est odieuse, même si répandue. On entend beaucoup d'inepties sur les banlieues et cette proscription de gens qui sont déjà privés de tant de choses (d'argent, pour commencer, et donc de confort) est proprement insupportable. Finkielkraut raconte toujours les mêmes anecdotes mais je ne reconnais toujours pas la banlieue qu'il hait et qu'il décrit. Voilà 10 ans que je travaille en Seine-saint-Denis et que je ne renonce pas à l'exigence (cette année, par ex., j'ai fait Bossuet avec une classe de Première). Jamais, jamais !, je n'ai rencontré ce que raconte Finkielkraut (en revanche, j'ai eu vent, il y a 10 ans, d'une grave agression de la part d'élèves contre un enseignant d'un lycée de Versailles, preuve que tout coller aux banlieues ouvrières est un peu rapide). Certes, il y a eu les incidents de la Toussaint mais cela avait lieu devant le lycée. En outre, à chaque fois que j'ai emmené des classes au théâtre, en dépit des cris d'orfraie et les a priori des petits-bourgeois dérangés par ces intrus, il n'y a jamais eu de problème. Au contraire. Cela ne veut pas dire que la banlieue est idyllique mais que les problèmes à l'Ecole n'y sont pas insurmontables, surtout si l'Etat considère comme une priorité l'instruction de tous. Inclure la jeunesse des banlieues dans l'espace public et commun à tous est un pas radical vers la paix civile.


Les positions de Finkielkraut et consorts sont détestables et qu'elles ne soient dénoncées que par l'extrême gauche est gravissime. J'ai vu des loulous adorer Victor Hugo ("C'est trop bien, m'sieur, il a le flow, Hugo !") et la ligne politique, hélas consensuelle, de l'animateur de Répliques sue la haine de la démocratie.


M. Finkielkraut se trompe gravement. D'abord, la culture est pour lui synonyme de naphtaline. Il est à notre temps ce qu'étaient à la fin du XIXème siècle ceux qui préféraient Sully-Prudhomme à Stéphane Mallarmé. Sa haine du rap est risible ; il devrait lire Joy Sorman sur NTM et écouter le rap américain. Son prisme exclusif de perception du monde est celui du mépris de classe. Plus singulièrement, sa haine des Arabes semble homogène à celle du Likoud israélien. C'est du reste, comme l'ont notamment montré Hazan et Badiou, une des nouveautés politiques réactionnaires de la période : l'extrême droite aime désormais l'Etat d'Israël (après tout, Drieu la Rochelle écrivait dans son journal qu'il mourait antisémite sauf à l'égard des juifs sionistes).


Ensuite, comme disait Antoine Vitez (par ailleurs militant du communisme), "l'élitisme pour tous". Notre maurrassien sioniste est aux antipodes de cette idée-là. Rien pour les pauvres, singulièrement pour ceux qui ne sont pas de chez nous ! M. Finkielkraut est l'un des noms de la nouvelle extrême droite, l'extrême droite 2.0.


Je me prends toutefois à rêver. Un vieux juif du ghetto, par quelque miracle, revient parmi nous, un peu comme dans l'épisode du grand inquisiteur des frères Karamazov et, entendant Finkielkraut dans ses insanités, lui dit, avec un accent yiddish à couper au couteau, "Mais comment ça, tu parles des fils d'Agar comme l'Action française de nous il y a 75 ans ? Quelle honte !"

Une étude intéressante sur la dissonnance cognitive qui afflige les anti-finkie. L'écoute simple de l'émission suffit à remettre en place les morceaux de citation tronquées et sans contexte. Il faut soi-même être aigre et rance pour écouter son meilleur ennemi puis faire un compte-rendu aussi bouché. Il ne manque qu'un poster de propagande l'accompagnant, montrant, pourquoi pas, une grande pieuvre... Triste, vraiment.

The “Sino-Global Discourse" is an international conference held by the Institute for Cultural Diplomacy in cooperation with other leading organizations. The objective of the conference is to examine the growing prominence of China on the world stage, the opportunities for global development that this presents, and how China can maintain its robust economic growth and social evolution to benefit the global environment. The 2011 conference will bring together renowned speakers from across the world for varied discourse, proceeding from the premise that China's future has the potential to result in a seismic shift in global politics.

The issues raised during the conference will be discussed from a range of interdisciplinary perspectives and academic backgrounds, examining the issues that are currently defining the internal and external development of China. Key historical relationships will be analyzed, new strategic partnerships considered, and experts will offer their views on what path China should follow on the international stage, highlighting areas of global agreement and areas where greater cooperation is needed. With the continued expansion of the Confucius institutes, China has embraced the fundamentals of cultural exchange, and is in fact setting a global example for the power of cultural dissemination. Europe Meets Russia: A Forum for Young Leaders (EMR) is a network of young, dynamic, and influential individuals from across the world, that have an interest in the European-Russian relationship. The program has been developed in recognition of the importance of the relationship between Russia, Europe, and the global political system.

Individuals can join the EMR Forum by taking part in one of the EMR Weeklong Seminars that are held in Berlin every 4-6 months. Each EMR Weeklong Seminar will be focused on a specific theme related to European-Russian relations and the goals of the Forum.
The forthcoming EMR Weeklong Seminar will focus in particular on the following theme:

The program will bring together governmental and diplomatic officials, civil society practitioners, private sector representatives, journalists, young professionals, students and scholars and other interested stakeholders from across the world for a program of lectures, seminars, debates and Panel discussions, featuring leading figures and experts from the fields of international politics, academia, diplomacy, the private sector and civil society.

The Power of Africa is the third Africa related conference that is being hosted in the beginning of 2012. It will focus on the possibilities and barriers that the African countries are facing in terms of economic and political bargaining power as well as the prospect of speaking with one voice on the international stage.

The conference will in particular address the expectations and opinions that the outside world holds of African development and how this often diverges with what might be more realistic and customized solutions on the ground. One aim of the conference is thus to debate whether alternative forms of institutional rule and economic models can be deemed more effective in Africa than the established forms of Western governance.

The conference will look at global as well as local perceptions of African leadership and development, and the bilateral trade relationships that Africa has with China and India. Furthermore we will explore the role of the African Union as well as civil societies in enhancing interregional relations within Africa and what prospects this holds for its future international image and bargaining power.

The 2012 International Symposia on Cultural Diplomacy
(Berlin, Geneva, Washington D.C., June 1st - June 28th, 2012)

In the year 2011, the international community witnessed historical events that changed the political landscape of the globe, ranging from the Arab Spring, to the “Occupy Wall Street Movement” and other protest movements around the globe. These transitions and protests were all facilitated and supported by the use of modern technology and the social media. These events represent, each in their own specific context, the people’s will for a change, whether it is political, economic or social and their unified demand for more equality and justice.

The events were each highlighted by the possibility for the people to better organize themselves and express their will through the social media, allowing them to gather millions of supporters around them within a very short period of time. When one compares these transitions to similar historical events, one can see that such changes have traditionally taken many years, rather than days, however once they do occur, they are sustainable and broad changes that are not then reversed.

The ICD therefore decided to focus the 2012 International Symposia on Cultural Diplomacy on this common goal of the public for more equality in the political, economic and social spheres. The Symposium will be divided into four main themes and will be hosted in three major international cities, which were chosen due to their relevancy to the theme of the conference. The Symposia will analyze the current global situation as well as future trends, strategies and the potential to counter political, social and economic inequality in the world.
